Quick answer: A moisturiser hydrates and seals. A sunscreen is there to reduce UV reaching the skin, at an application amount the label was tested at. In a Korean AM routine the moisturiser goes on first (or is skipped if the sunscreen is moisturising enough for you) and sunscreen is last among skincare. Different jobs

Moisturisers are built around humectants, emollients and occlusives. Sunscreens are built around UV filters plus a texture you will wear. Combining both in one formula is possible; using a rich cream and skipping filters is not the same protection.

Order on the face

Watery layers, then cream if you need it, then sunscreen, then makeup. If sunscreen pills, the usual causes are too much silicone on silicone, still-damp layers, or rubbing instead of pressing. Wait a minute. Use less cream. Do not sandwich a second moisturiser on top of SPF.

How much sunscreen

Lab SPF assumes a thick layer. Real faces use less, which is why reapplication and a high labelled SPF/PA exist as a margin. Finger-length rules of thumb are reminders to be generous, not a medical protocol. Makeup and cushion SPF on top are extras, not the whole defence.

PM needs no SPF

At night you drop the sunscreen step. That is when richer creams and optional sleeping packs make sense. Using AM sunscreen leftovers at night is pointless and can feel heavy.
