The sodium salt used in cosmetics is strongly hygroscopic, so it draws and holds water where it is applied. Whether topping up an NMF component from outside meaningfully supplements what skin makes is not really settled, but the surface humectancy itself is straightforward. Like every humectant it performs best under something that seals, since in dry air a water-binding molecule with no water available to it has nothing to hold on to.
