Highly refined mineral oil is a mixture of inert saturated hydrocarbons that spreads into a continuous film on the skin surface. That film is one of the most effective barriers to evaporation available in cosmetics, which is why it is used in clinical settings for very dry skin. It is chemically unreactive, does not oxidise, and cosmetic grades test as non-comedogenic — the acne reputation comes from crude, unrefined industrial grades that are not used in skincare.
