Kelp extracts supply polysaccharides — alginates, fucoidan and related sugars — that bind water and form a soft film as they dry. That film holds moisture at the surface and gives a smoothing feel. The extracts also carry minerals and small amounts of antioxidant compounds, though at cosmetic dilution their contribution is likely marginal compared with the humectant effect you can actually feel. Species and extraction method change the polysaccharide profile substantially, so the INCI name alone tells you very little about how a given kelp extract will behave.
