Functional cosmetics: the Korean regulatory category with no Western equivalent
Korea has a defined class of cosmetic called 기능성화장품 — functional cosmetics — that may claim more than an ordinary cosmetic without becoming a drug. (Korea's actual intermediate legal category is 의약외품, quasi-drugs; functional cosmetics remain cosmetics in law.) Products in it may make specific claims such as brightening, wrinkle improvement or UV protection, but only after filing with the Ministry of Food and Drug Safety — a full review, or a shorter report where the product uses a notified active at its notified concentration.
A middle tier that most markets lack
In many countries a product is either a cosmetic, which may not claim to change skin structure or function, or a drug, which faces a long approval path. Korea created a category in between. Functional cosmetics may make defined efficacy claims, subject to review, which is why Korean packaging states things Western packaging carefully avoids.
The main claim categories
The best-known are brightening (미백), wrinkle improvement (주름개선) and UV protection (자외선차단). The scope has widened over time to include claims relating to hair and to skin dryness among others. Each has its own requirements.
Notified actives and concentrations
For many claims there is a list of recognised actives with specified concentrations. Use a notified active at its notified level and the path to claiming is far shorter. This is why the same ingredients recur at the same percentages across many Korean brands — it is regulatory design, not a lack of imagination.
What it means when you shop
A 기능성화장품 marking is a genuine signal that the claim was reviewed rather than simply written by a marketing team. It is not a guarantee the product will work for you, and it says nothing about the rest of the formula.
