Regulation Differences in Cosmetics

Differences in how Korea, the United States, and the European Union regulate cosmetics help explain why products and claims differ across regions. These are structural, well-documented facts rather than judgments about quality.

Korea's MFDS and functional cosmetics

In Korea, cosmetics are overseen by the Ministry of Food and Drug Safety (MFDS). Korea has a recognized category often translated as 'functional cosmetics,' covering products that make certain claims such as sun protection, brightening, or anti-wrinkle benefits, which are subject to specific requirements. This formal category is a notable feature of the Korean system.

The US and EU approaches

In the United States, the FDA regulates most cosmetics relatively lightly but treats sunscreens as over-the-counter drugs, which constrains which UV filters can be used. The European Union regulates cosmetics under a comprehensive framework that, among other things, has approved a broader list of modern UV filters than the US. These differing systems are a major reason the same type of product can vary by region.

Why it matters to consumers

Because approval lists and claim rules differ, an ingredient or claim that is routine in one market may be unavailable or worded differently in another. The practical guidance is to follow the regulations and usage instructions of one's own country. None of these differences should be read as one region being uniformly safer; they reflect different regulatory philosophies.
