On April 24th, the Korea Communications Standards Commission (KCSC) announced a significant improvement in the procedures for verifying copyright infringement cases. This reform is set to reduce the time required for this process by up to five days compared to current standards.

From April 23rd to 24th, the KCSC convened a meeting with various industry stakeholders including broadcasters, online video streaming services (OTT), and webcomic/web novel publishers. This meeting, involving over 30 domestic copyright holders, focused on discussing detailed plans to streamline the verification process.

Urgency in Protecting K-Content

Copyright holders have expressed a critical need for prompt action against illegal distribution sites that hinder the growth of K-Content. The existing process was criticized for delays caused by bureaucratic hurdles such as the exchange of official documents, which impeded swift action against new infringing sites.

Implementing Efficient Solutions

Starting next month, the KCSC plans to implement a faster response strategy by simplifying these procedures. Previously, the process from initial infringement discovery to corrective requests took an average of 15 days. With the new system, this timeframe is expected to be cut down significantly, facilitating faster protection measures for copyright holders.

The KCSC is committed to maintaining close cooperation with industry participants to ensure the rapid blockage of illegal content distribution. They plan to keep receiving tips from rights holders and continue to strengthen their enforcement measures.
